They are appalled by the chronic lack of serious preparation behind major public and private decisions.

The French pension reform is the example that marks them most. That reform, in 2023, divides the country and triggers a major democratic crisis. It fails to convince the populations it affects. And yet no serious methodological anticipation of the reactions of the populations concerned was conducted upstream. The decision-makers prepared their reform without real dialogue with those it would affect: nurses, teachers, tradespeople, executives close to retirement, young workers, precarious private-sector employees. Each of these groups carried expectations, worries, contradictions and red lines that should have been heard upstream. They were not.

In the winter of 2024-2025, François and Bruno identify the major methodological obstacle. Building a tool to anticipate populations' reactions would require crossing personal data from multiple sources. French and European legal frameworks make that crossing structurally impossible. A question then arises: what if we created synthetic humans? Rather than crossing real personal data, generate synthetic individuals that reproduce the properties of real populations without being identifiable persons. That intuition changes everything.
