Our system identified a recurring dynamic of visible industrial incidents: communication that minimizes the incident's visible character ("a simple malfunction with no consequence") structurally degrades residents' trust, independently of the statement's technical accuracy. Residents saw the plume; any communication that does not account for it is perceived as deceptive. Communication that explicitly acknowledges the anxiety-inducing nature of the visual scene, before even addressing the technical consequences, restores the industrial messenger's credibility.
The site director's statement is more effective than the group's.
Our system tested several communication vectors. A statement by the group's communication director generates 34% resident adherence. A statement by the site director in person, in a human register and without notes, generates 68% adherence. The difference lies in territorial legitimacy: the site director is perceived as the interlocutor who lives in the territory, knows the residents, and puts their personal responsibility on the line. This local statement is a central instrument of the territorial strategy.
The territorial listening arrangement must be operational within 48 hours.
Our system modeled the reputational trajectories by the calendar of the post-incident listening arrangement. A listening arrangement (an in-person help desk in the town halls concerned, a dedicated phone line, public residents' meetings) operational within 48 hours stabilizes the reputational trajectory. The same arrangement opened beyond 96 hours loses 42% of its stabilizing effect: local associations have had time to structure their narrative, and the arrangement is perceived as a response to their mobilization rather than a voluntary commitment by the operator.
THE METHOD
How we built the inquiry in 12 hours.
Our system rebuilt a synthetic population of 620,000 residents, workers and local officials of the site's territory, calibrated on INSEE public data, territorial studies of industrial perception, and the history of mobilizations around the territory's two previous industrial crises. The population was structured into 15 typologies crossing distance to the site, seniority in the territory, relationship to industrial activity, prior exposure to crises and engagement in local associative networks.
Our system interviewed 2,800 synthetic residents and territorial stakeholders on the 5 tested communication scenarios, with dynamic follow-ups on the tipping points identified in real time. Projections were computed over 12 months with modeling of associative dynamics, regional and national media relays, and the political trajectory of local officials' position on the site.
THE DEPLOYMENT
What was decided, what happened.
The group retained the strategy combining a statement by the site director within 4 hours of technical stabilization, explicit acknowledgment of the anxiety-inducing nature of the visual scene before presenting the technical data, a territorial listening arrangement operational within 48 hours (a help desk in 3 town halls concerned, a dedicated phone line, a commitment to 3 public meetings within 30 days), the commissioning of an independent audit of the incident's technical causes, and continuous transparency on the audit's results and the corrective measures deployed.
At 12 months into deployment, no lasting associative mobilization emerged beyond the one-off concerns expressed in the public meetings. Residents' trust measured in territorial surveys is −4 pts versus the prior period (against a projection of −24 pts under a silence scenario). Local officials publicly supported keeping the site after the independent audit's delivery. No political challenge to the operating authorization was launched.

This case confirmed a recurring dynamic of visible industrial crises: communication that minimizes or ignores the incident's visual dimension degrades trust, even when technically accurate.
