THE CONTEXT
A political ambition: facing the mechanics of housing markets.
A French urban developer was preparing the programming of a new mixed district on 24 hectares of industrial brownfield in the heart of an agglomeration. The project planned 2,800 homes in a mixed programmatic split, 30% social housing, 20% intermediate housing, 50% open-market housing, along with public facilities, retail space and office activity. The political ambition was to create a durably mixed district, against the classic mechanics of social specialization in new districts.
The known risk was the drift of the programmed mix toward specialization at 10 years. Several comparable projects in other French metropolises had seen their initial mix erode: either through gradual impoverishment with the departure of open-market households, or through gradual gentrification with the displacement of modest households. The mechanisms involved were documented, perceived quality of public facilities, the school, perceived safety, retail dynamics, but their interactions were not mastered.
The project leadership mobilized our system to test 6 configurations of urban programming, with a 120-month projection of occupancy trajectories and social mix dynamics.
THE INQUIRY
Three insights that recomposed the programming.
The mix holds if public facilities are sized to a standard above the programming.
Our system identified a structural dynamic: a new district's initial mix erodes if public facilities (the school, sports facilities, green spaces, local safety arrangements) are sized strictly for the expected programming. Open-market households, the first able to arbitrate where they live, leave the district as soon as the perceived quality of the facilities degrades. Sizing public facilities to the standard of the metropolis's more favored districts, independently of the district's social programming, reverses this dynamic: open-market households stay, the mix holds.
The district's school is the single determinant of the occupancy trajectory at 10 years.
Our system modeled the determinants of the occupancy trajectory over 120 months. Of the 22 variables tested, a single one structurally dominates the others: the perceived quality of the district's primary school. Open-market households with children enroll them in private school as soon as the district's public school is perceived as degraded, and move within an average of 4 years. A high-performing public school (reinforced teaching resources, learning support, a structuring educational project) is the single lever of durable mix: the other variables are secondary.
Mixed retail programming is more stable than prestige retail programming.
Our system tested several retail programming strategies. Prestige programming (premium brands, high-end dining, an exclusive cultural offer) initially attracts open-market households but generates a retail exodus at 5 years when modest households cannot consume it and it loses its local customer base. Mixed programming (accessible local shops, dining varied in range, a popular cultural offer) obtains a stable retail trajectory at 120 months and supports the residential mix.
THE METHOD
How we built the inquiry.
Our system rebuilt a synthetic population of 1.4 million residents and workers of the metropolitan basin, calibrated on INSEE public data, metropolitan surveys on residential trajectories and qualitative studies on social mix dynamics in new European districts. The population was structured into 18 profiles crossing family structure, income level, residential situation, residential arbitration criteria and sensitivity to the quality of public facilities.
Our system interviewed 4,200 synthetic households on the 6 configurations of urban programming, with dynamic follow-ups on the residential arbitration criteria. Trajectories were projected over 120 months with modeling of occupancy, schooling, retail activity and perceived safety dynamics.
THE DEPLOYMENT
What was decided, what happened.
The developer retained the strategy combining the mix programming per the initial political objectives (30/20/50), public facilities sized to the standard of the metropolis's favored districts (a reinforced primary school with a structuring educational project, quality sports facilities, generous green spaces, local safety arrangements), mixed retail programming (accessible local shops + varied dining + popular culture), and governance of the mix through a monitoring capability on trajectory indicators at 12, 36 and 60 months.
At 48 months into deployment (delivery of the first phases), the programmed mix is effectively in place. The perceived quality of the public school reaches the standard of the metropolis's favored districts. The exodus of open-market households is zero at this stage. A monitoring capability on trajectory indicators is operational with a review every 36 months. The methodology has been referenced by the developer for two other mixed district projects in preparation.
