“How do we pedestrianize a historic center without driving away the people who live there?”
Completed case for a French metropolis facing an extended pedestrianization project in its historic center.
THE CONTEXT
A legitimate urban project: whose first victims risk being the center's own residents.
A French metropolis was preparing an extended pedestrianization project in its historic center: 42 hectares covering the old core's main commercial and residential arteries. The project answered an environmental ambition and a political demand carried over several terms. Technical studies had validated feasibility, with a projected 68% reduction in car traffic within the perimeter and a measurable improvement in air quality and acoustic comfort.
The risk perceived by the project leadership was counter-intuitive. Qualitative studies showed that the measure's first potential victims were the city center's own residents: families with children needing vehicle access for school activities, elderly people with reduced mobility, workers employed outside the metropolitan core with atypical hours. A badly calibrated pedestrianization risked triggering a residential exodus from the historic center toward the periphery, with a medium-term degradation of the core's social and generational mix.
The project leadership mobilized our system to test 5 differentiated configurations: full pedestrianization, pedestrianization with residential exemption, zoned pedestrianization with vehicle access by sub-sector, time-windowed pedestrianization with vehicle hours, and progressive pedestrianization over 5 years.
THE INQUIRY
Three insights that recomposed the project's perimeter.
The center's residents accept pedestrianization: they reject the loss of residential access.
Our system identified that 71% of the historic center's residents support the principle of pedestrianization. What they reject is the loss of vehicle access for their own residential needs: bulky shopping deliveries, exceptional family mobility, access for home services. Full pedestrianization without residential exemption generates 34% acceptance and an 18% intention to move within 5 years. Pedestrianization with a calibrated residential exemption (a resident vehicle permit, framed delivery hours, preserved residential parking) generates 76% acceptance and a 3% intention to move within 5 years.
The zoned scheme with access by sub-sector is the worst accepted.
Counter-intuitively, the configuration dividing the center into pedestrian zones with differentiated vehicle access by sub-sector is structurally rejected. Residents perceive it as illegible (“which zone to get to school?”, “which street is open today?”) and it generates a daily friction that degrades the overall perception of the scheme. A clear, binary scheme, full pedestrianization with a generalized resident permit, obtains higher acceptance than a technically more sophisticated but illegible one.
The progressive 5-year calendar allows observing and correcting.
Our system compared an abrupt rollout and a progressive rollout over 5 years in waves of sub-sectors. The abrupt rollout, even well designed, does not allow correcting dysfunctions before they crystallize lasting opposition. The progressive rollout allows observing real usage in each wave, adjusting the operational parameters (delivery hours, residential parking, mobility for the elderly), and preserving the project's overall acceptance. The acceptance trajectory at 36 months is 22 pts higher with the progressive calendar.
THE METHOD
How we built the inquiry.
Our system rebuilt a synthetic population of 420,000 residents and workers of the metropolitan core and inner ring, calibrated on INSEE public data, the metropolitan household travel surveys, and the metropolis's proprietary data on car usage and residential mobility. The population was structured into 16 profiles crossing age, family structure, professional mobility constraints, the relationship to city center life and residential seniority.
Our system interviewed 3,200 synthetic residents, shopkeepers and workers on the 5 pedestrianization configurations, with dynamic follow-ups on the residential friction points. Trajectories were projected over 36 months with modeling of intentions to move, mobility shifts and retail impacts on the city center fabric.
THE DEPLOYMENT
What was decided, what happened.
The metropolis retained the strategy combining full pedestrianization of the historic perimeter with a generalized residential exemption (a vehicle permit for residents and their associated services), delivery hours framed and negotiated with shopkeepers, residential parking preserved on the perimeter's immediate edge, and a progressive 60-month calendar in waves of sub-sectors with an interim review at 24 months for adjustments.
At 24 months into the rollout (interim review), the first 3 waves of sub-sectors are operational. The measured intention to move is 4% (in line with the projected 3-5%). Retail footfall in the center is up 12% versus the prior period. Resident satisfaction within the pedestrianized perimeter is 68%. Two operational adjustments were made: extending Saturday delivery hours and creating a home mobility service for the elderly. The 4th wave is underway with the adjusted parameters.

THE LESSONS
Two principles transposable to public space transformations.
The first victims of a public space transformation are often its supposed beneficiaries.
This case confirmed a recurring dynamic of urban transformations: the residents directly concerned by a public space transformation, pedestrianization, square redesign, neighborhood redevelopment, are often the first victims of badly calibrated configurations, before visitors or shopkeepers. Their residential exodus durably degrades the transformed core's social and generational mix. This principle implies a fine identification of residential needs upstream of the project, with targeted exemption mechanisms sized to preserve their anchoring.
A clear, binary scheme beats a technically sophisticated but illegible one.
