The decision is economically rational: ATMs in low-activity areas cost EUR 38,000 a year on average, and their usage rate falls by 4.2% per quarter. But announcing a closure can trigger a media cascade: pensioner associations, local elected officials, regional press, national political mobilization.
The bank must decide: announce all at once, in phases, or through territorial anticipation? With what message? What compensation?
What the system revealed
The rejection is not economic, it is symbolic.
Rural segments do not reject the closure because they use the ATM. 73% of them have not used it in 18 months. They reject it because the closure symbolizes "the abandonment of rural areas." The rational message about low usage worsens the rejection: it confirms the perception of indifference.
Urban seniors are as affected as rural customers.
Counter-intuitively, urban senior customers identify massively with the fate of rural customers (a shared sense of fragility). The crisis spreads beyond the direct geographic scope. Communicating only to the affected areas underestimates the reputational impact.
The three-phase sequence works.
Announcing simultaneously (a) the phased closure, (b) the rollout of an alternative mobile service and (c) a partnership with a major partner group to maintain reduced cash access reduces rejection from 64% to 31%. Media coverage shifts from critical to descriptive.
