How can collective presence be increased without turning an organizational policy into a loss of autonomy?

An office-based organization wants to bring more people back onto its sites. Remote-work tools are established, and so are the habits. The decision is not whether employees prefer the office or home: that question is too simplistic to inform a policy.

The question is how different workplace presence rules concretely change the organization of daily life, perceptions of fairness, collective work and the relationship with the company — and for whom.

THE PROBLEM

Three days in the office
do not represent the same constraint
for everyone.

A uniform policy appears perfectly fair: the same rule for everyone. Its consequences, however, are highly unequal. For one person, an on-site day means a twenty-minute commute. For another, it consumes a significant part of the day and forces the household to reorganize around it.

For one person, the workplace genuinely improves collective work: they meet the people they actually work with. For another, the day is spent on video calls in a shared space, and being on site adds nothing to what could have been done elsewhere.

For one person, coming in supports learning and entry into the role. For another, it disrupts an arrangement that has been stable for several years. The central principle of this case can be stated simply: the same rule does not mean the same effect.

Some activities benefit greatly from co-presence: onboarding into a role, knowledge transfer, problem solving, creation, negotiation, cohesion. Others benefit more from quiet, long uninterrupted stretches and self-directed organization. A policy that ignores this difference treats the two situations as one.

This is not a scoring system. It is a way to separate two things that internal surveys usually conflate: what employees think about a workplace presence policy, and what it actually requires them to organize.

An on-site day has to be read from end to end, from leaving home to returning. Genuinely collective sequences may occupy only a small part of it.

This representation measures nothing: it makes visible a comparison that workplace presence policies rarely make. The value of an on-site day should be assessed against its full cost, not just the time spent in the building.

Six workplace presence policy architectures were tested with the synthetic population, from a uniform rule to a hybrid model. Each was then tested with two different rationales: a rule framed as a general obligation, and a rule framed as bringing teams together when co-presence creates specific value.

Synthetic individuals were interviewed about each policy, with dynamic follow-ups on friction points: commute, household organization, actual content of the day, sense of fairness, perceived autonomy. Reactions were tracked beyond immediate acceptance, through to the personal reorganizations the policies triggered.

SIMULATED POPULATION

The reconstructed population is not segmented into young people, parents and seniors. It is structured around the relationship to work and real constraints: role, tenure, autonomy, managerial responsibility, collaboration needs, commute time and mode, household situation, quality of the home working environment, need for concentration, meeting density and the number of colleagues actually present.

These intersections, rather than age or status, determine what the same presence rule costs each person and what it gives them.

These configurations reveal part of the population's heterogeneity. The simulation operates on synthetic individuals, not a handful of persona types.

REACTIONS

Employees do not react
only to the number of days.

    THE RULE IS READ AS A SIGNAL, NOT JUST AS LOGISTICS

    A workplace presence policy is not received as a neutral organizational instruction. Depending on how it is framed, it is interpreted either as an effort to improve coordination or as an attempt to reclaim control over autonomy that employees had gained. The same objective constraint therefore does not produce the same reaction.

    THE COHERENCE OF THE DAY MATTERS AS MUCH AS THE NUMBER OF DAYS

    Coming on site only to spend the day in remote meetings sharply reduces the perceived legitimacy of the rule. Conversely, a day whose actual content matches the stated rationale is accepted far beyond what the level of constraint alone would suggest.

    PRESENCE IS VALUED WHEN THE RIGHT PEOPLE ARE THERE

    What distinguishes a day judged useful from one experienced as imposed is not the location, but simultaneity: the presence of the people with whom there is genuinely something to do. Dispersed presence can cost just as much and produce far less.

    THE COST OF THE RULE FOLLOWS THE COMMUTE AND HOUSEHOLD ORGANIZATION

    Under the same rule, the real burden rises sharply with travel time, rigidity of transport mode and the number of commitments that must be rescheduled during the day. This is where friction concentrates, including among people who support the principle.

    THE SAME RULE CAN BE PERCEIVED AS UNFAIR

    Uniformity is an argument for fairness from the organization's perspective and an argument for unfairness for some employees when it ignores very different roles, distances and home-working conditions.

Two people can be subject to exactly the same rule and draw opposite conclusions. For one: “we finally see each other again.” For the other: “they no longer trust me.” The reaction is not explained by the number of days, but by what that day costs, what it produces and what the rule communicates.

THE RULE AND ITS RATIONALE

A similar constraint
can have
an opposite meaning.

“Everyone comes back three days a week” and “we want to bring teams together when co-presence creates specific value” can impose a comparable level of constraint. In the simulation, reactions diverge: what is being evaluated is not only the effort required, but what the rule says about how work is viewed.

A person may accept the rule and still shift their hours, reduce certain interactions, seek greater flexibility elsewhere — or, conversely, rediscover a collective they had been missing. These effects unfold over time: they are not visible in an immediate response to an internal consultation.

Comparative reading based on simulated reactions. No policy is cost-free. The uniform rule is the clearest and the most exposed to heterogeneous situations. Individual flexibility maximizes autonomy and fragments collective time. Activity-based presence increases the value of on-site moments, but shifts the burden onto managers, who must organize it continuously.

Presence was much better accepted when it produced something remote work produced less well: meeting the right people at the same time, transferring knowledge, solving problems, making decisions. It was poorly tolerated when an on-site day looked like a remote-work day, with the commute added on top.

The same rule looked fair on paper. Its costs were profoundly unequal in real life. An organizational policy should therefore not be tested on a stated preference for office or home, but on the distribution of costs and benefits it creates across a heterogeneous population — and on what each variant changes.

Individuals live with very different commutes, homes, schedules, collectives and learning needs. The synthetic population turns an abstract rule into lived consequences and makes it possible to test several policies before rollout.
